If we change our fiscal year end to September 30, are we still able to create tax receipts for calendar year? Will we be able to create reports for either fiscal year or calendar year?

If you're talking about changing the fiscal year in Funds Accounting, it should not have any affect with tax receipts for Contributions as there is no direct connection between the two. The only time they interact is when Contributions are directly posted to Funds Accounting.
