We have PC+ 8 and have never used the accounting package in it. We are going to upgrade to version 10 and hopefully get on board with the accounting functions. Does PC+ 10 track GST receipts and payments that Canadian taxation requires? Is it just a function that the accountant needs to set up?

Yes, v10 allows you to track GST, as does version 8.
