User password change

Can a user change the password that was assigned via the add user function?

The ability to change your password is one of the permissions that can be set on the user account. If you have the ability to change your own password, there will be a Change Password button on the screen. Go to File > Preferences > Passwords & Permissions. Click the User Profiles button.

If you don't have a Change Password button, then you may need for the System Admin to log back in and enable that option on your user account.
